It does happen naturally and coaches can request a check
You see illegal sticks in boys games all the time and a penalty is just adjudicated. The whole integrity of the sport (or the kid for that matter) isn't called into question, it's just part of the game.

Also, the refs use the NFHS rule book and UHSAA has adopted those rules. It's not that Utah didn't allow them to do anything, but the national rules governing body didn't include those punitive punishments into the rules.
