never had this "unfortunate" event happen to me in my life where I've been witness to something like this.

I can remember walking past a creek in the mission where homeless people would bathe, but that isn't something you'd go tell your buddies to try and outdo someone with a funny story where they were stumbling on a position where the limits of indecent exposure were crossed or pushed. Nobody normal "wants" to see that. We had countless numbers of women nurse in public, or walk outside the home in a bra briefly, but no casual nudity of someone changing like what you mentioned.

I don't have any awesome streaker, skinny-dipper, flasher, nude beach, or random exhibitionist stories I can throw out when the conversation starts drifting in that area. Is this a result of living in the bubble all my life?

I mean everyone has a funny flasher, streaker, or some other nudity story. I don't though.
