The real reason Utah doesn't want to play is
There's little upside for Utah. It really is that simple. Most years, Utah will beat BYU but occasionally BYU will win and Kyle knows that BYU is a respectable Non-BCS program that can win some games. How does he explain the losses?

Slowly but surely Utah will grow their talent and depth to be equal to other Pac12 teams but for right now they just don't have any reason to play teams like BYU.

Personally, I think Utah should do some sort of rotation with Utah State, BYU and Weber State. I think it's important to remember our fellow Utahns but not lose track of the ultimate goal; The Rose Bowl.

I also think that Utah needs to end most, if not all of the games played in Logan or Provo. I know BYU has set some 1 and dones or 2-1 with other BCS programs. Utah needs to be very explicit and tell Holmoe that they can keep playing each other but on these types of conditions.

Just some of my random Sunday morning thoughts.
