Isn't Tre Flowers a great example of Utah's piggybacking?

Browsing the TBS articles on him, there's no mention of Utah offering him until after BYU offered him. He's a non-LDS kid from Texas. Just a coincidence that Utah offered him after BYU did? I mean, they're always competing for non-LDS kids from Texas, aren't they?
