Because in the basement the pad is all that is between the carpet and the
concrete floor. On upper levels the subfloor is wood and has more give and is warmer. No such warmth or flexibility on the concrete floor, so we always upgrade pad under carpet in the basement to keep the floor as warm and cushy as possible.
