The mandates including BYU do more than open up more possiblities for games
It corrects the negotiation leverage back to normal for BYU, and possibly even shifts more to favor BYU. Expect to see less 1-and-dones, 2 for 1's, and H-H-N's, and more straight up H-H's. The upper echelon of the P5 will always have leverage, but the rest of them will be more on equal ground with BYU.
