it's no less unlivable than zero degrees. Some places have unlivable weather in the winter and some in the summer. To
say that PHX has bad weather seems shortsighted to me. Rather, PHX seems to have some of the best weather in the US and the number of people moving there seems to be a good indication of better weather.
