Not true, actually. They dominated the game against England and would have
almost certainly won with or without the handball goal. Maradona's other goal in that game was one of the greatest in World Cup history. They won comfortably.

Having said this, it is true that other than Maradona, that was one of the weakest (or least-talented) teams Argentina has fielded in a modern World Cup. Without him, there is no way Argentina comes even close to winning that tournament. Brazil and France had the best teams in the world that year, IMO, but it was Argentina and Maradona who won.
