Of course they were. Their midfield dominated possession and they didn't have a

proper target man up top with Torres coming out of a serious injury. They were at or near 60% possession on every game save the semis vs Germany.

A team that plays bunker-ball and creates good chances on the counter would have much better efficiency while losing a ton more games.
