I think heading into 93 BYU had become complacent and arrogant when playing Utah. The coaching staff and especially the players didn't take them seriously. New coaching staff came in under Crowton and we saw a brief change. Mendenhall won a couple of times, but the PAC12 happened and Utah realized they didn't need to depend on local talent or LDS talent to have a great team. Since then BYU has now almost become submissive and loses games due to mental weakness instead of getting beat. Utah expects to beat BYU.
I'd love to see that change, but until the coaching staff finishes instilling the kind of effort/discipline/mental toughness that Grimes seems to believe in I think BYU will still find a way to lose to Utah. Until they are hungry and humble they will lose.
