I think they are a classic example of a gradual decline over time.
I first went in the mid 90's when they had one in DC. They claimed to have "invented" the BBQ Chicken Pizza. It was actually very good back then. In early 2000 I went to the one in Provo and it was still pretty good, it was a nice date place where you could get good food for $12. I remember the one at the Gateway being packed, usually a 90 min wait on the weekends. The problem is that they have increased the price while over expanding and failing to oversee quality, so now it is crap. PF Chang's appears to be on the same trajectory, at least my local one has been terrible over the last few years. That's one reason people say the restaurant business is so tough, you can't maintain quality as you expand.
