Basically the larger the group size, the chances of it having an infected person rises dramatically. And that person has the opportunity to infect a ton of others, so it’s the quickest path to large scale problems. 10 is probably somewhat arbitrary, but I bet they have done the math and decided that was the most acceptable risk level.
