tire tread is fine and hasn't worn down, you could have a bubble somewhere on a tire where either (1) you hit something (pothole, curb, etc), or (2) it's just a bad tire with a weak spot that is starting to bulge.

You might have to jack it up and spin the tire off the ground to see if there's an issue with the tire.
