If things started from scratch, BYU would be a shoo-in
I know the PAC12 has their issues with BYU, but they'd still absolutely swap Oregon State out for BYU, given the chance.
Unfortunately it's not a choice between Oregon State and BYU because Oregon State is already "in" and therefore doesn't come under the same scrutiny or have to meet the same bar.
That's the next big thing that needs to happen is conferences dumping teams
