I’m not sure of Army/Navy is pulled out, and Notre Dame Navy but those would skew things

I think that factor hasn't gotten enough consideration. P5 opponents make a difference.

Army’s draw blows me away. I’m a grad and never watch. Nor do my classmates…. Our 35K stadium was also always 1/2 full.

Army is generally only on CBSSN. They play a big money game (OU, tOSU, etc.) but even OU put it on there PPV channel.
