You're like the only person in the world that insists that BYU is a tier 1 research institution (if I'm understanding your post correctly), when the BYU administrators themselves wouldn't have that same understanding.
In fact, the "official" description of BYU that you quoted from admits that it is classified as an R2 institution:
'BYU is accredited by the Northwest Commission on Colleges and Universities[9] and classified among "R2: Doctoral Universities – High Research Activity" with "more selective, lower transfer-in" admissions.'
R1 and R2 are not equivalent to each other and it's fine that BYU isn't R1. There would need to be a massive overhaul of the budget if BYU ever decides to move into that direction.
Speaking of Wikipedia, this page does lists the University of Utah as R1 and BYU as R2:
