Context is definitely important
However when a program goes to bowls annually and annually loses those bowl games for a prolonged period, questions need to be asked.
Losing two or three bowl games in a row is one thing. When you are going annually and hit 4, 5, or more in a row, there needs to be more focus and expectations put on those bowl games.
