My experience: Drivers nearly equally bad... except in Oregon where tickets
cost an arm and a leg. Because of this they drive slower and better. Of course, Oregon has a bunch of other bigger issues.

Utah: Fast and aggressive. Don't understand the zipper merge or the passing lane.
California: It is not much different than Utah.
Arizona: Again, similar to Utah. I see no difference.
Nevada: Worse in Las Vegas. Crowded and confused.
Montana: Open space. Very fast driving on the freeways.
Idaho: Nice and easy — not as open as Montana, but good
Northwestern Washington: Just like Utah.
Oregon: Crowded, but nice and slow
Wyoming: See Montana
Virginia: Whoa, scary. Crowed and no need to use signals to quickly change lanes.
Maryland: See Virginia
