Keep in mind that a large percentage of Utah drivers are from another state
Thousands of Californians have moved into Utah in recent years. People are moving into Utah from all over the country. They are going to drive like they did in the state they came from. So when you see a bad driver in Utah, that person likely is from another state.

I've always found most Utah drivers to be courteous. I've talked to people who have visited in Utah from California and other states and they are impressed at how courteous Utah drivers are. They say Utah drivers are better than those in their own states.

When I see a car going under the speed limit in the left lane of I-15 somewhere in Utah it usually turns out to be from California, Idaho or some other state than Utah.

Also keep in mind that there are many rental cars with Utah plates on the road in Utah with drivers from out of state. Often those people don't know where they are going and may not be driving very well. You have to be courteous to people even though they might not be driving as well as you think you are.

Well, it's all about perceptions. Different people have different perceptions. I think a lot of it is if you are driving courteously, you will find that other people are driving courteously as well.
