I saw an introduction rate as low as 4.49% at TransWest Credit Union in the Salt Lake Valley. The good thing about them is that they can lock in your rate for specific projects/allocations. There are similar rates at different places around town.

My wife got a HELOC a couple years ago. You can get them from a lending institution that you don't belong to. Find the rate and then you can open an account at that institution.
