No reason to have a rooster. Hens lay eggs just fine without a rooster around…
… and in a suburban environment, you don’t really need a rooster looking out for hawks and owls. I’m pretty sure they aren’t incubating fertilized eggs in order to hatch chicks. This would be the only reason to want/need a rooster.

We live on 1.3 acres, with surrounding houses on similar or larger lots. We are in the county outside city limits. Some neighbors have roosters with their hens. Doesn’t bother us, but we are spaced out. We had chickens from about 2010 to 2018 or 2019. Had roosters a couple of times. Initial batch of chicks was 50/50 male/female. We got rid of those roosters pretty quick. Male/female ratio was way off, plus they got aggressive. However, not before we got some fertilized eggs. Hatched 4 chicks, of which 2 survived, and 1 was a rooster. Kept that one for a while, but once again, roosters are just obnoxious and aggressive. Turned him into dinner one night as well. He did actually watch out for the hens and warn them when a hawk came around.

On a related note, I know a guy whose parents bred beagles… like to have puppies and sell the puppies. He said his parents had their adult dogs “debarked”, meaning the vocal cords were cut/removed. So the dogs would bark and bark, but no sound would come out. Said it was the saddest, funniest thing he’d ever witnessed. Maybe your neighbors can have their rooster’s vocal cords cut/removed.
