happen, but I have two thoughts:

1. A playoff is only a possibility if the major bowls are involved. I understand your argument that traveling is an issue, but semifinals and finals, at least, would probably need to be rotated among the 4 major bowls.

2. A non-AQ will never get an at large. All at larges will go to the "major" conferences. Not fair, necessarily, but that would be the reality. Boise State, for example, would not have made a 16 team playoff this year. Even a playoff, which would be awesome, would still have elements of greed. The only way to prevent that is if the at larges are required to come from the final rankings regardless of conference affiliation (which is maybe what you intend in your proposal, just a little unclear).
