Repost with more detail: Conan's College Football
Playoff proposal.

This proposal is designed to have a playoff and keep the bowls intact. Basically, there is a 16 team playoff with each of the 11 conference champions plus five at-large teams being seeded. Using a BCS type formula, the teams are ranked 1-16 and seeded just like the NCAA basketball tournament.
Some of you are incensed that FIU and Northern Illinois would be in the playoffs because there is not way in heck they are one of the best 16 teams in the country. Think of it this way though, they would be playing Auburn and Oregon, thus giving those teams a reward for having a perfect regular season. Plus, every D-1 team is eligible for a national championship, not matter what conference they're from.
The higher seed plays at home. It's too hard for fans to travel around the country week after week if their team wins. Home games would sell out and generate a lot of money for both teams. The first round would start on the first Saturday of December. The real, final, championship game would be held at a neutral location in large NFL-sized stadium (Miami, New Orleans, Dallas, Phoenix, LA) two weeks after the semi-finals.
Another caveat. Only two teams per conference are allowed in the tournament. This is to make sure it doesn't turn into an SEC or Big 10 post season tourney. Also, it limits the possibility of rematches between conference members.
Here's what the bracket would look like if it were held this season:

1. Auburn
16. FIU

8. Arkansas
9. Boise State

5. Wisconsin
12. Nevada

4. Stanford
13. UCF

6. Ohio State
11. Virginia Tech

3. TCU
14. UConn

7. Oklahoma (Would have to make an minor adjustment to the seeding to avoid this conference re-match)
10. Missouri

2. Oregon
15. Northern Illinois

What about the bowls? Under the Conan plan, the bowls would be ranked based on payout amounts. They would then be allowed to choose from the remaining teams not included in the tournament. The Rose bowl would be the first to choose, the New Orleans Bowl would be the last. The Rose Bowl, for example, could choose to keep the PAC 10/Big 10 tie-in or choose a different team from another conference if the PAC 10 has another bad year and/or sanctions. In my example below, the BCS bowls choose teams based on their conference affiliation and highest ranked available opponent (that's how utah gets an Orange Bowl invite).
Below the bowls are ranked based on payout and teams are assigned to them based on conference tie-in. Again, in under the Conan plan bowls can invite any available team once the bowls above them have invited their teams. There are no conference tie-ins
Some bowls need to die or be allowed to take 5 win teams. I prefer they die, but if they are allowed to take 5-win teams, the bowl teams may look something like this:

2010 Bowls and Payouts (in millions) (* = 5-win team)
1. Rose 17.0 USC vs. Michigan State (Keeping with the Big 10 vs. Pac 10 tradition)
2. Sugar 17.0 LSU vs. Texas A&M (SEC tie-in)
3. Fiesta 17.0 Oklahoma State vs. Alabama (Big 12 Tie-in)
4. Orange 17.0 Florida State vs. Utah (ACC Tie-in)
5. Chick-fil-A 5.65 South Carolina vs. Maryland
6. Capitol One 4.25 Penn State vs. Florida
7. Cotton 3.575 Nebraska vs. Mississippi State
8. Insight 3.325 Baylor vs. Iowa
9. Outback 3.10 Illinois vs. Georgia
10. Gator 2.75 Tennessee vs. Michigan
11. Alamo 2.25 Northwestern vs. Washington
