Certainly the data matter and the percentage of the total pollution matter - and an extensive analysis of the data would be needed before legislation is implemented. The data I linked is not my data as you suggest and I have no vested interest in supporting faulty data. I'm happy to see and analyze all sources of data on the subject
But, the point remains... Rio Tinto is a large part of the problem. Why anyone supports such a significant polluter of their air is hard for me to compute.
Utah regularly has the worst air in the country. Major companies have listed it as a negative when discussing why they wouldn't move jobs to Utah.
Bad air kills people. Certainly the inversion is a natural phenomenon - but because it exists Utahans should be ever more vigilant in ensuring their air is clean.
