Positive reinforcement works better, IMO.

But with young kids it is best not to delay it. Small rewards for turning in assignments on time, etc. Also, help her with homework whenever possible.

I know my kids are bad at remembering to take things to school, so we often have to put the homework in their backpack as soon as it is done.
