We tried that (disincentives) with our children when they struggled.
It never really worked. Some of our children really lacked the skills necessary to complete assignments on time. They were far less capable of figuring this out than we gave them credit for.

If I could do it over, I would have spent more time trying to teach them the skills they needed, mostly organizational skills, and relied less on negative incentive, at least at that age.
