PhD students were the primary non-faculty teachers in my area. Sometimes stellar (scholarship-receiving) Master students would teach introductory freshmen classes, but they were usually supervised in some way or accountable to a course leader on faculty. They were almost always in their second year of Master studies. Every one of them had work experience, even if just internships, outside of the classroom.
