Its people that continue to just camp in the lane, even though they really

aren't passing someone, but might in a minute or so. Its much easier and safer for that person to get in the right lane for a few seconds and let the person behind them pass than to stay in that lane and get a row of cars behind them and/or have people trying to pass them on the right because they think they are the only person on the road.
