If he has a SLAP tear he probably would get it fixed. If he has an anteroinferior labral tear they would probably fix it so he wouldn't be at an increased risk to dislocate. If he has a posterior labral tear they will probably leave it alone. They also won't fix both at the same time as you need at least one shoulder that is semi-functional.
