Utah is different but when I was buying a car last September they struggled with switching back to cash for the total purchase price. They messed up the contracts several times between sales and finance. They kept apologizing saying they haven't sold a car for cash in months. The sales guy didn't even know which form a payment they could accept. He had to go ask.
