Even if you intended to pay the bill but just forgot, and you are out of town, and your wife is at home getting really angry at you because you forgot to pay the water bill. Or so I've heard.

Yes. Many use a smart meter system and can do it remotely as I am told.

I wonder if they still charge a fee to turn it back on, even with smart meters.

I don't think we had to pay a fee. And it was on like immediately.
