Do power companies still shut off your power for lack of payment?

If so, how do they do it?

My neighbors have been unemployed for a while and I just saw the power company fiddling with the circuit box. Looks like there's a lock on it now.

I don't know if they had one on it before or not. Did they just get shut down?

Yes. Many use a smart meter system and can do it remotely as I am told.

I wonder if they still charge a fee to turn it back on, even with smart meters.
