OTOH, BYU doesn't lose much.
On offense:

RB Williams. 49/264 (5.4 ypc) with 3 TD this year. I know there's talk of him applying for another year, but that seems very unlikely.
RB Esukpa. 45/190 (4.2 ypc) with 2 TD this year
OL Shoaf. Hasn't started this year, started a little last year and all of 2017
OL Pulsipher. Has he played this year at all?
WR Hifo. 108/1259 (11.7 ypc) with 7 TD (career)
WR Simon. 71/911 (12.8 ypc) with 5 TD (career)
WR Shumway. 74/958 (12.9 ypc) with 4 TD (career)
TE MLP. 56/633 (11.3 ypc) with 5 TD (career). Is he expected to get another year?
TE Bushman (if he leaves early). 110/1515 (13.8 ypc) with 9 TD. He'd be a huge loss if he leaves early, but I'm not expecting that.

Losing those three WR could hurt somewhat, but there are good WR behind them plus you return your entire starting OL. If both MLP and Bushman leave, that's a bigger problem. Losing Williams isn't that bad, Katoa has really stepped up lately.

DT Tonga. 83/11.5/5 plus 7 PBU. Again, stats don't really capture how good of a DT Tonga is. I'm taking him at his word that he's leaving.
DL T Pili. 57 tackles, 10 TFL, 5.5 sacks (career). Part-time starter
DL Nwigwe. 11 tackles, 0.5 TFL, 1 FF (career). Part-time starter
S Tanner. 10 tackles and 1 INT (career). Started two games this year.
S Powell. 40 tackles, 1 PBU (career). Started two games this year.
S Lee. 104 tackles, 2 TFL, 2 INT, 5 PBU (career). Starter. #2 on tackles this year.
S Kafentzis. 12 tackles, 1 TFL, 1 sack, 1 FF (career). Started Liberty for the first time.
DB Ghanwoloku. 144 tackles, 6 TFL, 1 sack, 3 INT, 10 PBU, 1 FF. This is a huge loss.
S Anderson. 121 tackles, 1.5 TFL, 3 INT, 3 PBU, 3 FF. Probably gets another year due to injury.

While there are a lot of hits in the secondary, you should be getting Warner back from injury to pick up some of the slack. Losing Tonga is a big deal too, but that's essentially 5 starters lost (counting Anderson, who probably is coming back).

I don't know if Utah or BYU win next year, but this year wasn't the year when it was likely. Next year is your best shot for a while.
