It's a combination really. Is a 9-3 season in the MW better than an 8-4 season
in the SEC? No. The voters use their own criteria for how to judge which team is better, but in reality, it's which teams season they think is more deserving of the vote.

If BYU beat USF and Toledo, they'd likely be ranked in the AP. But they clearly aren't one of the best 25 teams

Well, it really should be the best 25 teams. Otherwise, why not just get a bunch of W-L records in a spreadsheet
