...I think that’s the point of the OP, during the Mendenhall era of independence we almost always had a QB talent/exp issue. When BYU has won it’s usually been because of QB play. Utah hasn’t needed to rely on the play of a QB to win, for them it’s been about control of the LOS (ball control/good running/good pass rush) and good secondary coverage to force turnovers.
