Worst as in...performance on the field? Or loyalty to the team?
Detroit would be for team performance. But they are very loyal to their teams and stars. I see the Detroit old D all over the country.
Los Angeles has good teams, but not a lot of loyalty to their teams. No loyalty to football teams. Maybe a little to the Dodgers. Probably the most to the Lakers, but that's cause they usually have star power (Magic...Shaq...Kobe...LeBron..) and it's a star town. No loyalty at all to the second baseball team and second basketball team.
LA doesn't care there about their sports in the way that Detroit does.
