If it qualifies as a "service animal" under the ADA and ACAA, it's legit: certified as trained to perform a specific

task to help the handler with the handler's disability. The only service animals airlines must allow on airplanes are well-behaved, appropriately-sized, professionally certified dogs.

Now, idiot airlines can let people bring whatever stupid pet they want and call it whatever stupid thing they like, but those aren't "service animals."
