I find TSA to be very inconsistent- it’s better to just do exactly what they
have listed. That being said- all my toiletries are in my toiletry bag. I’ve never ever had them flag it. Ever. That might be because they are all grouped in one little section.
I travel a lot this last year. Nothing international though
