This actually makes some sense

I don't think Utah is a weaker program than those (well, behind Oregon and Washington clearly, but they've been stronger on the field and on TV than Arizona, ASU, Colorado).

But each of those other options opens up new ground, whereas Utah and BYU cannibalize each other to a certain extent. Utah is a good program...but they probably have less value to the Big 12 than they would to any other conference
