If she wants to be a programmer, than a CS degree is highly advantageous. Otherwise a ISYS type degree with help with more general IT type careers. But I would be careful, most only ISYS programs really won't teach you much. They focus more on management type tasks and you can complete the programs without developing any sort of core IT skills.
Look for programs that force you to develop and use IT skills other than management type activities.
If CS is the choice, I recommend this:
