For some it did, others it didn't
it changed the game completely. Some teams used to only score 20-30 a game because they just dribbled it for so long wasting the clock. Others just jacked it up every chance they got.

Putting in the shot clock brought scoring down a ton in many cases

But yes, on average it greatly increased scoring. They need it in high school.
