Here are some things to think about for attracting good talent (assuming that by web deign you mean full stack developer):
- Be very upfront about what you plan to pay them. Avoid the gigantic DOE ranges.
- Allow them to be the creative expert. You can give input, but you're paying for their experience.
- Be explicit about the amount of U/X versus coding that will be expected.
- Tread carefully if you intended to compensate them with any kind of equity.
