Why wouldn't BYU want to give another QB practice time, like McCoy Hill?
Is there some angle to this that I'm not considering? I just don't understand why you'd give valuable time and reps to someone who can't play.

Because that guy can help a large number of players improve their game.

This; also, they can't hold everyone else back just so one guy can progress

It helps the D develop more if they're going against a competent QB

It'd be too much to give one QB all of the reps for both 1st and 2nd teams

McCoy being hurt or not as proficient can hurt the development of the other
