Yeah, the first several times I heard it, I said, "What?"
I think a lot of people (well, I know a lot of people) still question how far it goes. Folks who donate to a political party or candidate, for example, wonder whether their affiliation with that party or person is a problem when the party/candidate may have some public goals and positions that are contrary to church policies. Technically, the question should be answered "yes" in those circumstances.

Like I said, I think it's trying to ask, "are you an anti-mormon?" but that's a hard question to ask in more formal language.

Add to that the church's recent very public comments about how it's okay for members to publicly support certain hot-button political issues, and I think the recommend question gets even more muddy.
