It's like the bill of a cap. It serves a purpose, but not a huge one.
Technically it's not a job done wrong, it's just a look you don't prefer. I've seen it a lot myself.

Probably. Hard to tell if it's Tyvek or something closer to paper

There are newer better products than Tyvek that are like what you're describing.
