I suppose there are places where the beef supply is close by where you can get it cheaper and still get a quality cut of beef, but that's a very specific thing. I really haven't eaten at any restaurants in Texas or Oklahoma or elsewhere in the Midwest, but I'm sure there are places there like I described.
But for most places, I'd be very surprised if you can find a good steak of similar quality where the final bill isn't 60-70 per person.
