In my experience (20 years ago) and in my dad's experience (50 years ago), the U of U institute dating scene is the best there is for a single guy in his late 20s.
The ratio of eligible women to eligible suitors is way higher than it is at BYU. Basically, there's way less competition because most of the other guys in the U of U institute wards are U of U students (or dropouts) who are living at home with mommy and daddy, working part time at Best Buy, and playing World of Warcraft in their spare time.
I'm telling you, if you're a nice, relatively normal, LDS guy who has plans for his life, those U of U institute wards are like Isaiah 4:1 (or at least they used to be like that).
