You can commit the most egregious personal foul possible, yet if you have the ball on, say, the 16 yard line, rather than moving it the 15 yards it should be, it would be moved back to the 8 yard line. A 15 yard penalty becomes of an 8 yard penalty, basically giving the team that commited the foul a break simply because of where they happen to be on the field. If it's a 15 yard penalty, mark off 15 yards and and put them at the 1 yard line. Can anybody defend this?
