If school districts actually were bothered by teachers spending their own money for students' school supplies or sending kids out begging for money, then any future budget increases would curb both of these horrible practices.

But since the dawn of time this stuff has been going on, even during the good ol' days when schools got way more money per kid. I'm not blaming teachers. I think administrators need to wake up and see how obnoxious and wrong this is.
