What makes him great is that he has the talent to match "it."

Max Hall has "it", but his talent could only take him so far...primarily his arm, which was adequate for most situations, but Tanner is in another league. I would even say that Riley Nelson had moxy and leadership, but unfortunately, he was more suited for other positions (Safety, etc) and didn't have tangibles needed at QB.
